HWA (Formerly Handicaps Welfare Association) is established in 1969 with a mission to enhance the quality of life of people with physical disabilities and to integrate them into the mainstream society. Members of HWA are encouraged to live their lives to their fullest potentials and to engage in whatever activities possible.

However, HWA recognizes that there are members who have difficulties meeting subsistence level of living and getting the necessary equipment for their independent living. HWA’s intention is not to give handouts but to help its members to be self-reliant and cope with their lives in times of difficulties. Therefore, direct financial assistance is not given to members.

Working Together For Care

Assistance is rendered to assist members who qualify for various assistance schemes and services. HWA also collaborates with other social service professionals from other voluntary welfare organisations and family service centres, and government agencies like community hospitals, nursing homes and Ministry of Community Development, Youth and Sports (MCYS) in order to meet the increasing complexity and needs of individuals, couples and families who seek our services and enhance the effectiveness of our programmes and services.

Services provided for members include:

1. Information and Referral of Community Resources

The Social Services Department is a repertoire of information on social networks in the community available for our members to tap on. At the same time, it networks with other social service providers to meet members’ diverse needs.

2. Case Management and Counselling Service

The Social Services Department provides counselling to members facing variety of issues with the aim of helping them to cope better with their situations and facilitate resolution of issues. We use approach which best fits our members and their situation. We hope to improve the quality of life of our members through case management which is a client-focused service that respects the individual’s dignity, rights, values and choice. The case manager works closely with the member (and/or significant others) in achieving his or her goals; through needs identification and individualised care planning and implementation.

3. Mobility Aids Loan Scheme

HWA’ mobility aids loan scheme is implemented with the objective of helping members with short-term equipment loan. Singaporeans and PRs need to pay only token administrative charges on top of the deposits which cover the cost of the mobility aids.

    members with short-term equipment loan. HWA members get to use the borrowed equipment free
    for six months. After that a monthly rent is payable for use of the equipment
    for a month or part of a month.
  2. Deposit and Monthly Rent – The borrower has to pay a deposit (refundable) for each piece of equipment loaned.
    This deposit would be used to offset charges for repairs arising from damages or forfeited when the borrower
    failed to return the equipment. The table of deposits and monthly rent charges is shown in the following table:

*For Loan of Mobility Aids, please inform us one day in advance for preparation purposes. Fees varies for Foreigners, please contact our main office (+65 6254 3006) for advice.

Rental of mobility aids is based on availability and first come first serve basis.

4. Membership

The Social Services Department helps to process, interview and recommend application which has satisfied entry criteria as laid down in the Constitution. It also manages membership data base and payment.

5. Social Integration

HWA encourages its members to lead active lifestyle and develop their fullest potentials. Therefore, we advocate active participation among our members in our social activities whenever possible.

These activities include recreational, social, cultural and life skills activities organised by various organisations including government bodies and schools. Such activities are also important avenues to create public awareness about HWA’s mission and plight of our members.

Sports Activities

While sport has a value in everyone’s life, it is even more important in the life of individuals with a disability. This is because of the rehabilitative influence sports can have on the physical body. Furthermore sports encourages. Nowadays, people with a disability are participating in high performance as well as in competitive and recreational sport.

The number of people with disabilities involved in sports is steadily increasing as we have collaborated with Singapore Disability Sports Council (SDSC) and National Disability Sports Association (NDSA). Our Association has organized various sporting activities for our members, the events that our members has participated include table-tennis, bowling and the in the Standard Chartered marathon. For the National Disability League, our members participated in bowling, table-tennis and lawn bowls that are registered independently with the various NDSAs. It is through such partnership with SDSC that public awareness of disability sports are raised in the community.
