Dedicated Transport Specially for
Persons with Disabilities & Elderly

HWA’s Special Needs Transportation Scheme provide wheelchair-accessible vans and buses to support persons with mobility-related disabilities. Our specially adapted vehicles enable clients to travel safely and conveniently to work, school, vocational training, healthcare appointments, rehabilitation sessions, and recreational activities.

Introduced in 1980, our dedicated transport services aim to bridge mobility gaps by providing reliable, accessible, and affordable transportation options. Equipped with hydraulic lifts and accessibility features, our vehicles help persons with disabilities participate more actively in the community.

Your Questions Answered

1. Dial-A-Ride

This scheme provides a door-to-door transport service using specially equipped mini-buses designed to accommodate passengers in wheelchairs. It caters to the needs of persons with physical disabilities (PWDs) and frail seniors who may have difficulty relying on existing public transport. Clients may also book door-to-door ad hoc trips in advance.

Our Dial-A-Ride transport service remains popular among persons with physical disabilities who require dedicated transport for purposes such as medical consultations, rehabilitation sessions, enrichment or educational lessons, as well as social and recreational activities.

Note: For safety reasons, we do not physically carry PWDs up and/or down the stairs.

Dial-A-Ride Fare:
S$49 per one-way trip (inclusive of GST) (effective from 1 June 2026).

Caregiver Charges:

  • No additional charge for the first caregiver.
  • A charge of S$10.00 per person applies for each subsequent caregiver.


Peak-hour Surcharge:
A surcharge of S$3.00 applies during the following weekday peak hours:

  • 9.00am – 10.00am
  • 4.00pm – 6.30pm

2. Taxi Subsidy Scheme

Through this scheme, we enable persons who are physically disabled to travel on taxis to and from their workplaces and educational institutions at highly subsidised rates.

3. Medical Escort Transport

Since 2014, HWA has embarked on Medical Escort Transport (MET) service through Ministry of Health (MOH) subvention programme for our clients with medical appointments and especially to cater to the needs of PWDs and/or frail elderly who has little or no caregiver support and unable to utilise public transport. Our dedicated fleets of vehicles are deployed to cover central region of Singapore

4. Centre-Based Transport Support

This service provides two-way transport for nursing homes and centres that require assistance in ferrying clients to and from rehabilitation and day programmes, such as:

  • Day Rehabilitation Centres (DRC)
  • Day Activity Centres (DAC)
  • Day Care Centres (DCC)
5. Chartered Service

Enables external organization that includes both profit or non-profit, and other Social Service Organisation to charter our vehicles and transport their clients who are PWDs or elderly for their outings and activities. 

6. Driving Instruction Scheme

This service aims to improve the mobility and independence of PWDs with driving license. Enabling PWDs to operate their own vehicle with modifications either electronic or mechanical gadgets, these gadgets can fitted onto most vehicles that are certified and approved by the Land Transport Authority (LTA).

Clients must undergo Driving Assessment and Rehabilitation Programme (DARP) conducted by Tan Tok Seng Hosptal (TTSH) or Ng Teng Fong General Hospital (NTFGH) or Singapore General Hospital (SGH). Lessons and examinations are conducted in ComfortDelGro Driving Centre in Ubi and Singapore Safety Driving Centre in Woodlands Industrial Park.

7. Sale of Assistive Gadget for Drivers with Disabilities

We sell assistive devices to help drivers with disabilities in operating their vehicle, either electronic or mechanical gadgets such as hand-controlled gadget, left foot accelerator (for manipulating the car’s accelerator and brake pedals), and steering knobs (which can be fixed onto the steering wheel, allowing drivers with a weak grip to steer the vehicle with ease).
